Ishka Villacisneros and the business of doing a favor

A shopping request became Californila. A knack for design became Ishkaster Media. Across her businesses and her work at NGA 911, Ishka Villacisneros keeps returning to the distance between wanting something and getting it done.

The customers suggested the fee. Ishka Villacisneros had been buying things in America for friends and relatives in the Philippines, a familiar arrangement for anyone whose suitcase has ever acquired a second job. They understood that her errands cost time, petrol and shipping money. Perhaps, they suggested, she ought to charge. There was a business hiding inside the favor, and the people asking for it could already see the work.

That became Californila, a name joining California to Manila with the economy of a well-packed box. It is a useful entry into the working life of Charmaine Francesca “Ishka” Villacisneros. Her career includes a creative agency, shopping and shipping services, finance and public-safety communications. The company names vary. Again and again, somebody wants something on the other side of a practical obstacle, and she gets involved in arranging the passage.

Begin with the ordinary request. Could you buy this? Could you make a website? Could you help a business get its message out? A favor is pleasantly informal until enough people ask for it. Then it needs a price, a process and someone who will still answer when the question concerns an order already placed.

Homework, then somebody else’s payroll

Villacisneros’s introduction to business came early, through her mother. At eleven, she was making logos and business cards. By fourteen, she recalls handling payroll for a staff of about a hundred. Design and administration made an unusual pair of extracurricular activities. One required deciding how a business should look. The other involved money that belonged to people expecting to be paid.

She remembers the creative tasks as enjoyable work fitted around homework. That matters to the later story of Ishkaster Media: she describes making websites and designs for local businesses, artists and professionals because she liked doing it. The invitation to make the activity commercial came from the people receiving the work. The pattern would recur with shopping.

The eldest of three children, she graduated from De La Salle University in Manila with a degree in Information and Communications Technology Management. She moved to Los Angeles at eighteen. Technology had already become a practical skill; California gave her another kind of access, to the goods people back home wanted her to find.

The box had to cross the ocean

Californila began as Stuff2Shop on Multiply in 2007. Customers could request particular purchases, rather than choosing only from a fixed display of stock. The arrangement extended something Filipino families already understood: the balikbayan box, carrying goods and attention home across a considerable stretch of water.

Turning that custom into a service meant dealing with the parts a shopping photograph leaves out. Some retailers did not deliver to the Philippines. International shipping could make an otherwise attractive purchase expensive. Consolidating orders into boxes, with sea and air options, gave the business a concrete task. The desired object had to make the journey at a cost the buyer could accept.

The product range followed demand. Snacks, clothes and gadgets could all belong in the same commercial story, because the common feature was the customer’s difficulty getting them. A shopper’s wish list is rarely arranged to satisfy an investor’s industry categories. Cookie butter and a hoodie can coexist quite happily if somebody knows where to buy them and how to send them.

Early volume was modest. In a 2016 account, Villacisneros described starting with five to ten orders a month; by then, the business was processing as many as 8,000 products a month. Orders and products are different units, so the figures do not make a tidy growth chart. They do make the photographs of piled-up deliveries easier to understand.

A business day with two clocks

The convenient part belonged to the customer. For Villacisneros, the early operation competed with a full-time receptionist job and part-time café work. The Philippines was awake on a different schedule. She could be attending to customers late into the night before starting work in the United States at seven the next morning.

“Another issue I faced was the time difference,” she said. It is a plain sentence with a substantial amount of work inside it. An online store can stay open without its owner. Customer questions are less considerate. Someone still has to establish that an unfamiliar business, in another country, will do what it promises.

She began with people she knew, and the service spread through recommendations and social media. Trust accumulated through transactions. Each delivery gave a customer something more useful than a claim about reliability: an experience of it. Each new request also created another chance to get the details wrong, which is why growth meant more work as well as more sales.

Family became part of the operation. Her grandmother learned to use Instagram on a tablet and helped manage the account. There is something agreeable about a technology story in which the family elder receives a practical assignment instead of a lecture about the internet. Californila had goods to show, and she helped show them.

Designing the shop, running the shop

Ishkaster Media’s history runs alongside Californila’s. Villacisneros’s founder résumé dates the agency role to October 2007 and identifies her as chief technology officer. By a 2025 interview, she was being introduced as CEO and founder. Through the changing titles, the recurring work is helping businesses present themselves and reach customers.

The agency’s offer includes websites, branding, printed materials, advertising, photography, video and payment-processing support. Its public portfolio includes Californila. That puts the founder in two positions around the same project: commissioning the storefront and helping create it. A merchant has to make the offer work. A designer has to make it intelligible.

The connection is visible in the unromantic details of commerce. A product image needs somewhere to lead. A page needs a next step. An order creates obligations after the screen has done its job. Her shopping business supplies a practical context for understanding why an agency might concern itself with both the appearance of a store and the machinery behind a purchase.

A different kind of connection

Finance became another substantial part of her working life. Her résumé places the start of her NGA 911 chief financial officer and controller role in June 2016. The responsibilities included accounting, financial planning, investor relations and administration. These are the arrangements that allow a technology company to keep operating while it develops and deploys its systems.

In February 2022, NGA 911 announced her acceptance into Forbes Finance Council, a professional membership community. It was a recognition attached to her finance role, rather than to the agency or the shopping service. Her career had come to include building her own businesses and supporting an organization with a different product and different customers.

At NGA 911, the connection is between people requesting assistance and the agencies equipped to respond. Villacisneros became president of its Philippine operation while serving as CFO in the United States. Her advocacy brought her back to the country where she grew up, working on a public system whose usefulness depends on many organizations functioning together.

In April 2023, she participated in the agreement between NGA 911 and Morong, Rizal. Mayor Sidney Soriano and other municipal officials signed on for emergency-communications technology. The town’s project gave the ambition a specific location and an administrative commitment. Public infrastructure arrives through decisions like these, involving officials, contracts, systems and the people who have to use them.

THREE MOMENTS IN THE WORK

2023The Morong agreement brings the Philippine work to a municipal signing table.

By March 2024, she and NGA chief executive Don Ferguson were briefing visiting Metro Manila officials in Los Angeles. The session included demonstrations of the company’s systems. It was another kind of work between countries: explaining how a technology used in one setting could operate in another, to people responsible for making public decisions.

A useful thing, done properly

Her work with Filipino-American business organizations offers a smaller, equally practical example. COFACC lists her as the presenter of a leadership-training module about using AI in chamber operations. The setting is specific: organizations with members, activities and administrative jobs to complete. A new technology meets a familiar question about what it can help people do.

She has also served as president of the Filipino American Chamber of Commerce of Greater Pasadena and is described as its president emeritus. Those connections place her among business owners working across communities and borders. Cross-cultural trade and youth entrepreneurship are among the interests she has publicly identified.

“I just want to be of service to the people.”

Ishka Villacisneros

Her Philippine work continues. In February 2026, she discussed the next phase of NGA 911’s expansion, including regional hubs and satellite command centers. The operational questions extend beyond receiving a call to maintaining communication with teams in the field. The next assignment is, once again, in the handoffs.

Go back to the early shopping requests and a recognizable habit comes into view. Villacisneros found work in things people were already asking for, then took on the less visible arrangements that made the answer repeatable. The website, the shipping box, the financial report and the public demonstration occupy different corners of her career. Each requires somebody to stay interested after the initial idea. In the photographs from Californila, the boxes are stacked considerably higher than she is. The favor has acquired responsibilities.
