Somewhere in Milpitas, California, sits an organization that has shaped nearly every chip you have ever used and yet has never manufactured a single one. It runs no fabrication line. It ships no wafers. What it produces instead is agreement - the shared rules, sizes and safety norms that let thousands of fiercely competitive companies build a supply chain together. Its name is SEMI, short for Semiconductor Equipment and Materials International, and it has been doing this since 1970.
The premise is almost counterintuitive. Semiconductor firms guard their process recipes like state secrets. A foundry in Taiwan, a lithography vendor in the Netherlands and a materials supplier in Japan are, in most respects, rivals or dependents locked in hard negotiation. And yet a modern chip cannot exist unless hundreds of them agree on the mundane fundamentals: how wide a wafer should be, how a tool talks to a factory network, what counts as a safe gas line. Getting competitors to agree on the basics is nearly impossible - unless there is neutral ground. For 55 years, that ground has been SEMI.

SEMI started small and specific. In 1970 a group of early semiconductor equipment companies banded together to promote their young industry through events and shared technical work. The following year they held their first exposition - 80 exhibitors, 2,800 visitors - and quickly discovered that the real value was not the show floor but the conversations happening around it. In 1973, using proceeds from that West Coast SEMICON show, SEMI launched a standards program. Its first order of business was almost comically foundational: agree on common silicon wafer diameters.
That decision still echoes. Because vendors settled on shared wafer sizes, a tool built by one company could handle wafers processed by another, and a fab could mix equipment from dozens of suppliers without custom-engineering every handoff. Standardization is invisible when it works, which is exactly why most people have never heard of the group that has been quietly doing it for half a century.
There is a practical genius to starting there. A wafer diameter is not a competitive advantage - no company wins market share by insisting its wafers be a slightly odd size. That makes it safe to standardize, and once vendors experience the benefit of one shared decision, the appetite for the next one grows. Interfaces, carriers, communication protocols, contamination limits, safety guidelines: each new standard removed friction that no single firm could remove alone. Market intelligence gives the supply chain its benchmark numbers. And two newer priorities - workforce development and sustainability - address the talent shortage and the environmental footprint of energy-hungry fabs. Wrapping all of it is advocacy: representing a global membership to governments on trade, export controls, taxes, R&D funding and intellectual property.

Who actually uses all this? The membership is the answer. A tool vendor might rely on SEMI standards to guarantee its machine plugs into any customer's factory, use SEMI market data to time its capacity investments, recruit through SEMI workforce programs, and lobby through SEMI advocacy - all from one membership. For a mid-sized supplier without its own government-affairs office or research team, that bundle is hard to replicate.

Its late-2025 projection was striking: after a record 2024, equipment sales are on track to keep climbing as demand for AI hardware outpaces expectations, with the industry forecast to cross the $150 billion threshold for the first time by 2027.

SEMI has been led since 2017 by president and CEO Ajit Manocha, a four-decade industry veteran who previously ran GLOBALFOUNDRIES. Under Manocha the association broadened its mandate from standards and shows into sustainability, talent and geopolitics, positioning itself for what he has framed as the industry's march toward a trillion dollars. On the marketing and regional side, Terry Tsao - who joined in 2007 - serves as global Chief Marketing Officer while also presiding over SEMI Taiwan, one of the most strategically important nodes in the entire chip world. The wider organization runs on roughly 790 employees and thousands of volunteer committee members.

SEMI is unusual in having no true equivalent. Its closest cousins are narrower: the Semiconductor Industry Association (SIA) concentrates on U.S. chipmaker policy, various national bodies represent single countries, and segment groups like SEIA cover solar. For raw market data, research firms such as TechInsights and Yole compete on numbers. But none combines standards, global expositions, market intelligence, workforce and advocacy under one company-neutral, country-neutral roof. That breadth - and the trust that comes with neutrality - is SEMI's real moat.
Its membership stretches beyond mainstream logic and memory chips into the adjacent worlds it has long served: equipment and materials suppliers, packaging and test firms, plus communities in MEMS, sensors, flexible and printed electronics, photovoltaics and displays. When the association describes the "global electronics ecosystem," it means the whole sprawling chain, not just the famous fabs.
The stakesTalent, trade and the fabs to come
The next chapter is less about wafer sizes and more about people and politics. Governments are pouring money into domestic chip capacity, which means a wave of new fabs and a shortage of the skilled workers to staff them. Through its workforce programs, the SEMI Foundation charity and SEMI University training, the association is trying to widen the talent pipeline. At the same time, its advocacy team walks a tightrope, representing a membership split across countries that are increasingly restricting what they will sell one another. Neutrality was a convenience in 1973. In 2026 it is close to a necessity.
For all its influence, SEMI keeps a low public profile - a trade association most consumers will never notice, doing the connective work that makes the visible industry possible. It is the through-line of the entire semiconductor era: not a chipmaker, but the organization that keeps the chipmakers speaking the same language.
