The useful part of the 3AM Innovations origin story is not that two founders worked late enough to name a company after the hour. It is a quieter scene inside a fire station. Ryan Litt watched a chief hold two radios, one against each ear. The chief was not really following both conversations. He was listening for intensity - the change in a voice that suggested somebody was in trouble. If that happened, command still had to determine who needed help and where to send it.
Patrick O’Connor, then a volunteer firefighter from Grand Island, New York, already knew the underlying problem. Departments could assign crews and move names around on a whiteboard, but once a responder stepped away from the vehicle, location became an inference assembled from radio calls and procedure. O’Connor brought that problem to Litt, a University at Buffalo-trained technologist. They founded 3AM Innovations in Buffalo in 2015.
Their answer is now called FLORIAN, after the patron saint of firefighters. It is automated incident-command and accountability software: responders carry a phone or compatible device; their position, route and elevation flow to a commander’s map; messages, alerts and other operational feeds collect around the same view. The proposition is simple enough to sketch on a napkin. The work lies in making the sketch survive smoke, stairs, weak signals, old habits and a municipal buying process.
The productA common picture for an uncommon day
FLORIAN sits between several familiar categories without belonging neatly to one. Fleet systems show vehicles. Indoor-positioning tools resolve coordinates. Incident-management software organizes assignments and records. FLORIAN’s distinction is to combine personnel location - including height in supported deployments - with the operating picture used to make decisions. Essentials offers a relatively spare “dot on the map” experience. Advanced adds incident-based 3D tracking, breadcrumb trails, geofences, secure messaging, media sharing, voice-activated alerts and replay.
That shared screen matters most when the incident refuses to behave. In a San Bernardino exercise, crews carried FLORIAN-enabled phones through a multi-story building while command used the Commander interface outside. A simulated Mayday tested voice detection and location. The company says the chief identified the responder and directed help in under 90 seconds. In a separate wildland demonstration, devices continued collecting information through LTE-denied stretches, then synchronized when service returned.

Fire departments remain the clearest customer, but the job is broader than structure fires. Publicly described uses include wildfire crews, ski patrol, search and rescue, campus workers, stadium teams and large-event medical operations. The University at Buffalo reported in late 2025 that FLORIAN was used by 36 fire stations, while the company has pointed to deployments around the Super Bowl, Boston Marathon, Electric Daisy Carnival, Disney World and Highmark Stadium. At Philadelphia’s Broad Street Run, the system created a live view across a ten-mile course with more than 40,000 runners.
What changedThe hardware did not get the last word
The current, device-flexible platform was not the first shape of the idea. Early 3AM materials described FLARE - Firefighter Location and Rescue Equipment - as a rugged wearable with sensors for location and ambient temperature, connected by an on-scene mesh network. Think of it as a firefighter’s black box. The company patented a tracking and accountability system and pursued the difficult work of enclosure design and field hardening.
That path produced the most instructive failure in the company’s public record. A U.S.-Israel homeland-security program awarded $470,000 to 3AM and an Israeli partner for ruggedizing FLARE. The project began in August 2020, received a 12-month extension and terminated early in September 2022. A Department of Homeland Security review says COVID-era manufacturing delays and capital shortages left 3AM unable to support operations and expanded partnerships. All grant funds were returned.
The early-terminated FLARE ruggedization effort is a useful boundary around the story. It was a specific binational project, not the cost of building all of FLORIAN and not evidence that the company itself ended. The platform kept moving toward software, commercial phones, partner location services and ready-made kits.
Customer discovery also pushed the product away from a single imagined fireground. NSF-backed work took the team through 18 states and more than 150 interviews. Las Vegas crews fought heat differently from departments in upstate New York. Chiefs described spending millions on existing life-safety systems that disappointed them. The repeatable need was not one proprietary box. It was dependable visibility across different devices, agencies and conditions.
3AM’s partnerships reflect that conclusion. NextNav and Epic Blue contribute vertical or indoor location. Microsoft worked with the team on cloud and AI capabilities. T-Mobile supplies prioritized connectivity and devices through T-Priority. Panasonic, Scott Safety and other hardware partners extend the deployment surface. FLORIAN becomes the organizing layer rather than insisting it must manufacture every layer beneath it.
The economicsAnnual software, field work and a command center in a case
3AM makes money like a vertical SaaS company with unusually physical implementation. FLORIAN licenses are billed annually. Training, CAD and radio integration, mapping, deployment and support can be scoped separately. Implementation packages range from a remote four-to-six-week setup for a small department to projects of 20 weeks or more spanning five or more departments. That service layer is not ornamental. A location dot is only valuable if the map, roster and command routine around it are correct.
Most license pricing is quote-based, but two public windows are unusually specific. The Command 5 and Track 10 deployable kits are listed at $1,500 per week. One contains a rugged tablet and five FLORIAN-enabled phones; the other contains ten phones. In Arizona, Rio Rico Medical and Fire District considered a three-year subscription with CAD integration and training priced at $128,919.90. That is one procurement with its own scope, not a universal rate, but it shows the budget category FLORIAN can occupy.
A short rental gives an agency a concrete trial during an event, exercise or rapid deployment. It also lets 3AM bundle software, configured devices and chargers into a product a buyer can understand without first designing an entire system.
The other business-model innovation is paperwork. Government customers do not buy on product merit alone; they buy through authorized paths. 3AM holds a GSA schedule and in 2025 won a Sourcewell public-safety software contract running through July 2029. Sourcewell’s cooperative process lets eligible agencies use competitively bid terms without repeating a full solicitation. In this market, shortening procurement is part of shortening time to value.
The company has raised more than $10 million, according to the University at Buffalo. Publicly reported financings include a $9 million 2022 round, a $750,000 investment from the Western New York Impact Investment Fund in January 2025 and $285,000 from Launch NY vehicles the following month. Revenue is not public. Launch NY said the team had roughly 25 employees in early 2025, most based in downtown Buffalo.
The stealCopy the learning loop, not the siren
There are five portable tactics here. First, watch the user’s workaround: two radios and a whiteboard explain the cognitive job better than a feature request. Second, interview across environments before treating one department as the market. Third, preserve the customer problem when an implementation fails; the rugged enclosure project ended, but personnel accountability remained. Fourth, make adoption modular - a basic license, an advanced toolkit and a weekly kit create different first steps. Fifth, treat integration, training and procurement as product surfaces.
The harder lesson is restraint. A shared map does not replace incident command, radio discipline or standard operating procedures. It augments them. The platform is less useful when personnel do not carry compatible, charged devices; when indoor or elevation data is unavailable; when maps and rosters are stale; or when teams have not trained with the interface. Offline synchronization can preserve data through a gap, but it cannot make delayed information live. Agencies with tiny call volumes, robust existing accountability or no implementation capacity may not recover enough value from a full deployment.
When the model is a poor fit
- The organization cannot maintain devices, maps, user rosters and recurring training.
- The operating environment cannot produce location data accurate enough for the decision being made.
- Leaders expect software to substitute for command practice, resilient voice communications or safety procedure.
- A department needs only vehicle location and has no meaningful personnel-accountability gap.
That candor helps place 3AM in the market. Its alternatives range from passport tags, magnets and radio check-ins to fleet trackers and incident platforms such as Adashi, Tablet Command, D4H and Intterra. FLORIAN’s wedge is the person after the vehicle stops, especially when height, indoor movement or several agencies complicate the picture. Its defensibility will depend less on drawing another map than on how reliably it unifies location partners, communications and departmental data under pressure.
The company has earned a run of institutional signals: a 2024 T-Mobile award for community innovation, a 2025 Inno Fire Award, seven consecutive appearances on the GovTech 100 through 2026 and deployments with departments from Orchard Park to Philadelphia. The better achievement is more prosaic. A volunteer firefighter identified a blind spot. A technologist watched the workaround. Ten years later, the argument is no longer whether command should know where people are. It is how quickly, accurately and affordably that knowledge can reach the screen.
