Packard Culligan sells sophisticated treatment systems, but its real product is local follow-through - the test, the truck, the technician and the next service call.

The least glamorous part of a water softener is also the part that explains Packard Culligan Water. A tank arrives in a basement. A technician wrestles it into place, connects it to the plumbing and checks the settings. Months later, a route driver brings salt. Years later, someone answers when a valve sticks or the household starts wondering about a chemical it cannot see. The equipment may carry the familiar Culligan script, but the customer relationship belongs to a local operator.

Packard Culligan is that operator at unusual scale: 34 dealerships in 10 states, nearly 600 employees and three generations of one Minnesota family. It began in Minnetonka in 1946, when F. Wayne Packard and two partners opened a Culligan dealership. In 2026, the Minnesota Star Tribune described the group as the second-largest Culligan franchisee in the country. The company is large enough to share systems, training and operating support, yet its shops are locally run by people who live in the communities they serve.

That structure fits the problem. Water is universal, but water trouble is stubbornly local. Minnetonka draws from deep aquifers; the area's customer questions include hardness, iron, arsenic and PFAS. Another territory will bring a different mineral load, source and set of anxieties. Packard Culligan's job is to turn those conditions into an understandable plan for a kitchen, a whole house, an office break room or an industrial process.

The catalog is broad but legible. Water softeners address calcium and magnesium that leave scale, shorten appliance life and make soap perform poorly. Reverse-osmosis systems treat drinking water at the point of use. Whole-house filters target sediment, taste, odor, iron and selected contaminants. The company also supplies bottled water, bottleless coolers, salt and custom commercial or industrial systems.

The customer groups overlap, but they buy for different reasons. A homeowner may begin with spotted glassware, dry-feeling skin or an unpleasant taste. The benefit is personal and immediate. An office manager cares about predictable cost, enough cold water for the team and avoiding stacks of small plastic bottles. A restaurant, hotel or manufacturer has operational questions: required flow, the effect of mineral deposits on equipment, product consistency, downtime and the person responsible when a system stops performing.

That range makes expertise more than knowing which tank to sell. A representative has to distinguish an aesthetic concern from a health concern, and a point-of-use need from a whole-building one. A technician needs plumbing judgment, water chemistry and familiarity with controls. A route operation must get bulky consumables to the right address on a dependable cadence. Packard Culligan's breadth comes from putting those disciplines under one roof, then repeating them across its territories.

Customers can buy or, for some products, rent. They can schedule a free consultation, have their water tested and let a specialist size a system. Installation, filter replacement, maintenance and repair extend the transaction. Delivery routes add repeat visits, whether the cargo is five-gallon bottles or bags of softener salt. Packard says its technicians service multiple makes and models, an important detail in a market full of long-lived equipment.

This is the business-model trick worth borrowing. Do not sell the machine in isolation. Diagnose before it, install at the handoff and build useful recurring services after it. Durable hardware becomes the center of a service relationship rather than the end of a sale. The revenue mix is not publicly disclosed, but its components are visible: equipment sales and rentals, installation, maintenance, repairs, replacement media, salt and delivery.

John Packard's plain description cuts through the chemistry. He grew up around the operation, began working there at about 12 and joined full time after college in 1969. His first month was spent repairing units in the plant. He later became a prominent figure in the Water Quality Association, earning its Key Award in 1999 and entering its Hall of Fame in 2003.

His son Derek took a less direct route. After college, he spent roughly a year and a half in Australia and initially had little interest in the family company. He returned, learned through operating roles and eventually became president and CEO. The third-generation handoff did not require pretending the family name was a qualification. An industry profile described John giving Derek room to build his own relationships and judgment.

The changing problem

From rings on the sink to parts per trillion

Traditional water problems advertise themselves. Hardness draws a chalky ring. Iron leaves rust-colored stains and a metallic taste. Sulfur announces its presence before the glass reaches your mouth. Treatment is still technical, but the customer can see, smell or feel the reason for buying it.

PFAS changes that conversation. So-called forever chemicals can be present without changing taste or appearance. The entry point becomes a map, a lab method and a report. Culligan's consumer PFAS kit is marketed to detect 55 compounds down to one part per trillion and compare results with relevant standards. Its whole-home Aquasential PFAS filter is marketed as certified to NSF Standard 53 for total PFAS reduction, with a flow monitor and app for filter-life and usage information.

The commercial opportunity is obvious, but so is the responsibility. When the issue is health-related and invisible, claims must be precise: what was tested, under which protocol, what the system is certified to reduce and when its media needs replacement. Packard Culligan sits between national product development and a nervous homeowner. Its advantage is not merely having a filter. It is having someone local who can explain the result, install the right configuration and return to maintain it.

Start with a local consultation instead of guessing at a product. A household can address hard water, taste, odor, iron or a tested contaminant. A workplace can choose delivered bottles or a plumbed-in cooler with predictable service. Commercial and industrial customers can commission treatment around flow, process and water-quality requirements.

Packard Culligan occupies the middle of a fragmented market. On one side are retail pitchers, faucet cartridges and direct-to-consumer devices that ask the buyer to diagnose and maintain the solution. On another are independent water-treatment dealers and plumbers with strong local knowledge but less brand or product breadth. National dealer systems such as Kinetico and EcoWater offer comparable combinations of equipment and local service.

Packard's differentiation is the combination: Culligan technology and recognition, Packard's multi-state operating scale and a local employee who takes the call. It can serve a homeowner with a drinking-water tap, an office that wants touchless bottleless dispensing and an industrial facility replacing a large reverse-osmosis system. The same network can sell, deliver and repair.

The franchise relationship also draws an important boundary. Culligan International develops and markets a global portfolio; Packard Culligan operates dealerships in defined U.S. territories. The local company benefits from research, certification work, product development and a name consumers already recognize. In return, it bears the street-level work of customer acquisition and service. The arrangement resembles a distributed utility for optional water improvement, but customers retain a choice among buying equipment, renting it, using delivery or doing nothing beyond municipal service.

Scale helps behind the scenes. A 34-dealership group can spread investments in recruiting, training, customer systems, digital marketing and specialist support across a wider base than one independent shop. Local control still matters at the front door because a useful recommendation depends on the source water, building and customer's tolerance for maintenance. Packard's market position rests on holding both ideas at once: centralize the capabilities that improve with volume, and keep diagnosis and accountability close to the tap.

Its culture statement mirrors the model. The company names caring about relationships, accountability and open-mindedness as its three values. Careers material emphasizes growth, empathy and collaboration between dealerships and the central support team. Such language is easy to print. It matters here because route drivers, technicians and customer-service representatives repeatedly enter people's homes and workplaces. Trust is operational, not decorative.

The company also makes the sustainability case in practical units. After the 2025 Minnesota State Fair, Packard Culligan said more than 500 households were moving toward new systems. It estimated those installations would eliminate about 1.1 million single-use plastic bottles in the following year. The number is the company's estimate, but the mechanism is straightforward: treated tap water and refillable containers substitute for individual bottles.

There is a pleasing modesty to the enterprise. Culligan's broader history began with Emmett Culligan experimenting with coffee cans and zeolite sand. Packard's branch began with one dealership. Eighty years later, chemistry has advanced to membranes, certified PFAS reduction and connected monitors, while the basic promise is recognizable: understand the water, improve it and show up when the equipment needs attention.

That last part is hard to compress into an online checkout. It requires warehouses, route density, stocked trucks, trained people and enough patience to maintain what was installed years ago. Those are costs, but they are also the moat. Packard Culligan's most durable product may be the expectation that there will be a next service call - and a person nearby to make it.
