Jacobs makes the future work underground

Before a city can grow or an AI factory can think, somebody has to solve the water, power and engineering. Jacobs has built a business around those inconvenient details.

On Singapore’s National Day in 2002, 60,000 people raised bottles of NEWater. The contents had begun their journey as used water. For an engineer, the interesting part was the purification. For everybody holding a bottle, the interesting part was whether they wanted a sip. A water system had become a question of trust.

The useful version
  • Jacobs connects engineering, advice and operations for infrastructure and industrial facilities.
  • Its customers include water agencies, cities, transport authorities and technology companies.
  • The bet: understand the whole system, then fix the constraint that matters.

01 / WATER HAS A MEMORYA toast with a long backstory

Singapore had explored reclamation in the 1970s. The obstacle was painfully practical: the technology was costly and insufficiently reliable. By the 1990s, membranes had become cheaper and better. PUB, the national water agency, returned to the idea, commissioned a demonstration plant in 2000, and subjected its output to tests and expert scrutiny. What changed minds was evidence produced at a useful scale.

Jacobs’ history with PUB includes the NEWater Plant and Visitor Centre, the Deep Tunnel Sewerage System and Changi Water Reclamation Plant. This was a public agency’s achievement, supported by engineering partners. Jacobs’ contribution helps explain its business: the treatment process, the tunnels feeding it and the public’s understanding of reuse belong to the same problem.

At the planned Tuas Water Reclamation Plant, Jacobs supports detailed design and construction supervision. Initial treatment capacity is designed for 800,000 cubic meters daily, with domestic and industrial used water handled separately. It is an enormous exercise in giving something discarded another job.

02 / FOLLOW THE CONNECTIONSA business built between disciplines

Joseph J. Jacobs started his business in 1947 as a chemical engineering consultant and representative for process equipment manufacturers. That combination put advice beside machinery from the beginning. The present company works across advanced manufacturing, life sciences, energy, transportation, environmental services and water. Its expertise includes planning, architecture, engineering, program management and operating assets after the opening ceremony.

Imagine commissioning a semiconductor facility. A production process needs a building; that building needs reliable power, water and permissions. Each decision changes the others. Jacobs sells the ability to work across those boundaries. Public agencies buy coordination and technical judgment. Industrial clients buy facilities that must satisfy demanding operating requirements. Utilities buy help keeping essential services dependable.

There are alternatives: AECOM, WSP, Arup and other engineering and advisory firms compete for overlapping work. Breadth alone cannot distinguish Jacobs. Its particular proposition combines technical delivery, operations knowledge and PA Consulting’s innovation and transformation capabilities. Even competition has flexible edges. In September 2026, Jacobs and AECOM jointly won the program delivery partner role for Ireland’s MetroLink.

03 / THE METER IS RUNNINGThe price of keeping things running

The business model becomes clearer beside an actual bill. Jacobs’ five-year utilities operations and maintenance renewal in Farmington, New Mexico, began in January 2024 with an initial value of $9 million annually. The scope covers treatment plants, collection and distribution systems. This is continuing responsibility for a working service.

Software adds another route to revenue. Aqua DNA connects wastewater network information, including sensors and operational systems, to monitoring and predictive analysis. Its UK G-Cloud listing quotes £60,000 per instance annually. That price belongs to that offering and framework; it is not a quotation for a city’s complete water operation.

The listing also supplies a useful reality check: Aqua DNA requires telemetry or IoT sensors to feed the platform. A dashboard cannot observe an unmeasured sewer. Data collection, engineering interpretation and an operator able to respond are prerequisites. Buying analysis without those conditions leaves the physical problem waiting.

04 / CHANGING THE PERIMETERA narrower company with a longer reach

Jacobs has deliberately changed what sits inside the company. In September 2024, it completed the separation of Critical Mission Solutions and Cyber & Intelligence government services businesses and their merger with Amentum. Jacobs retained its next-generation data solutions and digital technologies business while concentrating its portfolio around infrastructure and related sectors.

Then came a purchase in the other direction. In March 2026, Jacobs acquired the remaining PA Consulting equity for approximately £1.2 billion upfront, or roughly $1.6 billion. It financed the transaction with cash and debt facilities, paying consideration through cash and shares. The rationale was closer integration of advice, technology and execution.

The financial scale needs careful reading. Fiscal 2025 gross revenue was approximately $12 billion; adjusted net revenue was $8.7 billion. They are different measures. By fiscal third-quarter 2026, backlog reached $28.9 billion. Backlog describes booked future work, rather than cash already collected or revenue already earned.

05 / THE NEXT BOTTLENECKStart with the constraint

A September 2026 agreement brings the argument into an AI research facility. NVIDIA selected Jacobs for a three-year software-as-a-service deployment of its Data Center Digital Twin. Built on NVIDIA Omniverse libraries, it combines engineering models and live facility data. Planned uses include power balancing, energy forecasting, cooling-system monitoring and operator training.

There is a method here that smaller organizations can copy. Identify the limiting condition. Test the proposed fix. Connect the people who design a system with those who maintain it. Singapore’s early reclamation effort needed better economics and reliability; a modern sewer platform needs measurements. Neither problem yields to enthusiasm alone. The useful question comes before the purchase: what must be true for this to work?
