COMPANY / INTELLIGENCE & TECHNOLOGY

Acclaim Technical Services: Intelligence takes people.

A translator, a software engineer and a cyber operator have more in common than a security clearance. At ATS, they belong to a business built to bring their work together - and give employees a stake in the result.

The price of understanding another person can be surprisingly precise. In Acclaim Technical Services’ public government schedule, a word translated between English and its European Language I group costs 30 cents for the 2026-27 contract year. Make the document Top Secret, and the base rate gets multiplied by 1.30. Same language. Different conditions. The arithmetic offers a useful introduction to ATS: what matters is the expertise required to do the work in a particular environment.

THE STORY IN THREE POINTS
  • ATS connects language and intelligence work with engineering and cyber operations.
  • Five acquisitions from 2019 to 2023 widened the skills available to customers.
  • An employee ownership plan sits alongside backing from Blue Delta Capital Partners.

That helps explain a company whose work stretches from interpreting language to developing software and supporting intelligence operations. Its customers include the U.S. intelligence, defense and law enforcement communities. A government program can need an analyst who understands a region, an engineer who understands a network, and someone who understands why those two people keep talking past each other. ATS sells services that bring those disciplines into the same assignment.

01 / The price of understanding

ATS’s beginnings were more ordinary than its present customer base might suggest. An early company-authored brochure names Trever Neves, Raquel Neves and Nancy Louis as founders and describes an IT services business established in 2000. It then identifies a sudden surge in government demand for language services after September 11, 2001. The opportunity changed with the customer’s problem. The company followed it.

Language remained a substantial part of the offer. ATS describes support in more than 100 languages. Its intelligence work includes signals, human, geospatial and all-source analysis, along with targeting and collection support. Translation supplies meaning; analysis asks what to do with it. Putting both in the same business gives a customer somewhere to take the next question.

The schedule also gives buyers a vocabulary for specifying the job. It separates translation from interpretation, distinguishes labor categories and attaches prices to them. That structure makes the purchase legible: language, experience, classification and urgency can each change what the assignment requires.

02 / Buying the skills next door

Beginning in 2019, ATS pursued a more deliberate expansion into technology. It acquired Axis of Engineering, followed by software developer Global Consulting Services in 2020. Entegra Systems arrived in 2021, bringing cyber capabilities, signals intelligence expertise and natural language understanding technology. The combined workforce exceeded 500 people.

The Entegra transaction shows the logic in both directions. ATS gained technical depth; Entegra’s customers could gain access to ATS’s language and cultural advisory services. The seller’s adviser also described a larger company able to pursue additional prime contracting opportunities. Size mattered because it could change the work the company was equipped to bid for.

THE CAPABILITY BUILD

  2. 2020Global Consulting Services
  3. 2021Entegra Systems
  4. 2023OASIC + Alder

In 2023, ATS added OASIC Engineering’s hardware and software engineering services, then Alder Technology’s network engineering, security and data management capabilities. The Alder purchase brought the workforce to approximately 600. The sequence reads like an inventory of adjacent customer needs: understand the information, build the software, engineer the hardware, keep the network working.

The software practice covers a similar range within a single discipline: development and scripting, user interfaces, data modeling, cloud development and embedded software. ATS describes full-cycle development using Agile methods. For a customer, those capabilities connect the initial requirement to the people who can build and revise the system.

03 / The owners inside the org chart

There is another transaction in this history, and it predates the buying spree. In 2013, ATS became an Employee Stock Ownership Plan company. Its motto, printed beneath the logo, is “Strength in People.” The ESOP gives that familiar sentiment a financial mechanism.

ATS also has venture capital backing from Blue Delta Capital Partners. Employee ownership and outside investment coexist here. For a services business, the arrangement addresses a practical concern: much of the expertise you buy arrives at work in a person. Retaining that person preserves knowledge, relationships and continuity. Ownership offers employees a way to share in the company’s success, although it cannot by itself establish better delivery.

The culture has some pleasantly specific details. In September 2026, ATS announced a gold-level Aetna Workplace Well-being Award. Its programs include preventive-care incentives, counseling access and reimbursement of race registration fees up to $150 annually. Someone has thought about what happens to an employee after the laptop closes.

The public record also contains a harder entry: an April 2026 notice, under Acclaim Technical Services, Inc., informed a recipient of an incident that may have involved personal information. Security work does not make a company immune to its own obligations.

04 / A classroom with an adversary

Services dominate the business, but named offerings make parts of it easier to grasp. QuietTHUNDER combines insider threat specialists, monitoring and forensic tools. KAMAT turns cyber expertise into training. Its five-day KAMAT I course uses Kali Linux and more than 200 virtual machines; introductory and follow-on courses serve different experience levels. The emphasis is on working through techniques.

The commercial machinery is equally concrete. ATS works through prime contracts and subcontracts. Its GSA schedule includes hourly labor categories alongside per-word translation. Government buyers purchase defined expertise and delivery capacity. Within the wider intelligence contracting market, ATS’s proposition rests on combining specialist personnel with technical capabilities that the acquisitions helped assemble.

05 / The work after the demonstration

David Popelier joined ATS in 2020 and was named CEO in June 2025. In May 2026, the company appointed its first CTO, Gloria Glaubman. Her subsequent public discussion of ATS’s FORGE environment described testing technical assumptions before committing to delivery.

“prove the work before we promise the work”

Glaubman also emphasizes portability and the realities of older or disconnected government systems. Her argument puts the operating environment inside the design brief, where it can shape the proposed solution from the beginning.

The qualification matters. A demonstration can establish a narrow result while leaving integration and ongoing operation unresolved. A useful lesson for other businesses is to identify those dependencies early. Buying an adjacent skill can broaden an offer; keeping the people and making their work connect determines whether the purchase helps customers.

This model suits buyers with specialized missions and sustained support needs. Its economics depend on access to contracts, scarce expertise and the ability to integrate teams. A customer seeking a standard, self-service application has a different problem. ATS has spent years building around the assignments where the person, the tool and the operating conditions all matter.
