TG Federal and the art of keeping the team

Winning a federal IT contract is one challenge. Keeping the right people on it is another. TG Federal has built its business around the handoff.

The revealing phrase on TG Federal’s website is “incumbent capture.” It sounds like something from a military briefing. In this business, it concerns people who may already be sitting at their desks, doing the work. A government IT contract is changing hands. A new contractor needs a team. The people who understand the system are still there. Who persuades them to stay?

The story in three moves
  • TG Federal helps prime contractors find specialized IT people before and after a contract award.
  • Its offer includes incumbent capture, onboarding, and support for consultants already on assignment.
  • Cloud, cybersecurity, enterprise applications, and data work give the recruiting operation its technical focus.

That small administrative drama explains more about TG Federal than a list of technology buzzwords. The company works in the space between a contract on paper and a team capable of delivering it. Its customers include prime contractors serving government programs; the agencies receive the work. The distinction matters. TG Federal can participate in modernization without being the name on the largest contract announcement.

The people already in the room

Consider the logic of incumbent capture. Someone who already works on a program brings experience with that particular environment. Replacing the person means replacing some of that familiarity, too. TG Federal’s stated services include identifying incumbents and key personnel before a bid, then helping maintain continuity through the transition. Recruitment begins while the future assignment is still being pursued.

There is a second, less cinematic detail: onboarding. The company says it can keep a prime partner’s contract staff billable while the partner completes its internal onboarding process. That is a specific promise about a specific gap. A technical qualification and a start date do not, by themselves, settle every administrative step required to put somebody to work.

Read those services together and a practical lesson emerges: plan staffing as part of delivery. Ask who knows the existing environment, which people the proposal depends on, and what must happen before they can contribute. Waiting until the award turns those questions into a deadline. This is an interpretation of TG Federal’s approach, and a useful one for anyone buying technical services.

A software business, sold through people

The technical menu is broad but recognizable. TG Federal lists Salesforce, ServiceNow, Microsoft Dynamics, and SAP under enterprise applications. Cloud work covers architecture, migration, application development, and infrastructure. Cybersecurity includes incident response, forensics, threat intelligence, and governance. Data capabilities run from analysis and business intelligence to visualization. These are fields in which it supplies expertise, rather than a catalog of software it owns.

The business model follows from that distinction. Customers purchase contracted technical labor and consulting support. A prime contractor can add specialists to a program, assemble a team for a pursuit, or seek help through a transition. TG Federal’s place in the market is the specialized subcontractor: close enough to the technical assignment to recruit for it, and organized around the demands of government work.

The work reaches beyond defense. The company identifies civilian agencies, federal health, and state, local, and education programs among its markets. Contract records offer concrete examples: TG Federal appears among subcontractors on a Veterans Affairs Salesforce development order, and in Deloitte’s support chain for USDA Rural Housing Service modernization. Those examples connect the technology vocabulary to public services people actually use.

For a consultant, the entry point is a job search. TG Federal advertises career counseling, health benefits, personalized support, and access to training and certifications. Its fraud policy supplies a useful cost detail: consultants are never asked for upfront payments during a job search. The commercial buyer and the candidate occupy different sides of the relationship.

The name caught up with the business

TG Federal began as The Goal in 2002. Its own history records Inc. 500 recognition in 2008 and a move beyond small-business status in 2019. Motion Recruitment Partners acquired it in 2021. Two years later, The Goal became TG Federal, putting the chosen market directly into the name.

The acquisition announcement gives a glimpse of the founder’s reasoning. Mark Simons, then CEO, described a business seeking help to scale during a growth phase. He also said, “Most importantly, we wanted a cultural match.” The attraction was growth capacity paired with compatible values. Motion’s announcement said the business would retain its brand, leadership, staff, and structure at that point.

Another transaction enlarged the ownership chain in 2024, when Kelly acquired Motion Recruitment Partners. The announced base purchase price was $425 million, with up to $60 million in additional earnout payments. That bought the parent portfolio, including other businesses. Treating it as TG Federal’s individual price tag would badly misread the deal.

A contract is a door, not a delivery

In June 2025, TG Federal added a GSA Multiple Award Schedule contract. Its initial term runs through June 2030, covering IT professional services and order-level materials. For government buyers, that creates an established ordering route. A schedule award does not itself mean a particular project has been ordered or delivered.

The same distinction sets the boundaries of the company’s proposition. Staffing support can address a missing specialist, an awkward transition, or a recruiting bottleneck. A program with an unsettled scope or unsuitable architecture needs those problems addressed as well. Buyers should define the technical work, access requirements, and responsibility for outcomes before choosing a staffing arrangement.

There is something appealingly concrete about this corner of technology. Modernization produces grand nouns: transformation, intelligence, cloud. TG Federal’s offering keeps returning to verbs: identify, recruit, onboard, support. For the contractor preparing a bid, or the specialist considering an assignment, those verbs describe the work that makes the larger promise possible.
