Named to Forbes 30 Under 30 in Venture Capital in 2021 while at Institutional Venture Partners (IVP), Kong backed breakout companies including Attentive, Brex, Datadog, Discord, Figma, and UiPath. A Summa Cum Laude graduate of Penn's elite M&T program who qualified twice for USAMO and won the We the People national civics competition, he joined Base10 in 2023 to lead Series B+ investments, bringing a singular blend of investment banking, late-stage VC, and hedge fund analysis discipline to growth-stage bets on vertical SaaS, cybersecurity, and fintech.
Rexhep 'Rexhi' Dollaku is a General Partner at Base10 Partners, a San Francisco-based venture capital firm that has become the first Black-led VC to cross $1 billion in assets under management. Born in Ulcinj on the Montenegro-Albania border and raised in Pittsburgh, Dollaku studied economics, global health, and health policy at Harvard before building his career in venture. He joined Base10 as an early team member, architecting the firm's thematic research methodology that now drives 90% of its investments and growing it from a seed-stage firm to a $1.3B AUM powerhouse. His focus: backing founders who automate the 'real economy' - food, logistics, retail, fintech - solving problems for the 99% while donating half of the firm's profits to HBCU scholarships.

A Montgomery, Alabama native who grew up in the cradle of the Civil Rights Movement, she studied sociology at Clark Atlanta University, earned an MA from University of Houston, and an MBA from Stanford (where she relaunched the Black Business Conference after a decade-long absence). At CLF, she has helped deploy capital into 300+ startups across consumer, crypto, fintech, healthcare, and enterprise while connecting athletes, entertainers, and executives to technology's early cap tables - all while donating 100% of CLF's management fees and carry to nonprofits that build the next generation of Black technologists.

Laurence 'Lo' Toney is the Founding Managing Partner of Plexo Capital, a San Francisco-based institutional VC firm he incubated at GV (Google Ventures) and spun out independently in 2018. Plexo's distinctive 'full stack' model invests across three layers - LP stakes in emerging diverse fund managers, direct investments in companies sourced through those networks, and equity stakes in the GP management entities themselves. After senior operating roles at Nike, eBay, and Zynga (where he ran Zynga Poker to $250M in annual bookings), Toney moved into VC via Comcast Ventures and GV before building Plexo Capital's $42.5M Fund I with backers including Alphabet, Intel Capital, and the Ford Foundation. Named to Forbes BLK 50: Money Masters 2026, he has championed diverse fund managers as alpha generators long before it became conventional wisdom.
