The Florida Insurer That Skips the Check and Sends Its Own Roofers

Most insurers pay a claim and wave goodbye. People's Trust built its own construction company so it could show up with trucks instead.

Ask any Florida homeowner about their worst day and the story rarely starts with the storm. It starts with what came after: the check that fell short, the contractor who never called back, the months living under a blue tarp while paperwork moved slower than the mold. People's Trust Insurance Company was built around a stubborn idea about that day - that an insurer should not just pay for the repair, but do it.

Founded in 2008 in Deerfield Beach, People's Trust writes homeowners and flood insurance for one market and one market only: Florida. That is not a limitation the company apologizes for. It is the entire strategy. Florida is the hardest home-insurance market in the country - hurricanes, litigation, and a long list of carriers that arrived, wobbled, and folded. People's Trust chose to stay, and to change what a claim actually looks like.

The mechanism is a company most policyholders never see until they need it: an affiliated general contractor called the Rapid Response Team. When a covered loss comes in, People's Trust can dispatch its own roofers and technicians rather than handing the homeowner a settlement and a phone book. It is insurance with a construction company bolted to the side.

01 — The modelWhat People's Trust actually does

On paper, People's Trust is a private homeowners insurer. Homeowners get a quote online, buy a policy, pay premiums, and file claims through the website or a 24/7 line. Wind-mitigation discounts reward hardened homes; a "Hurricane Hub" and Homeowner's Academy push preparedness before storm season instead of sympathy after it. Flood coverage sits alongside the standard property policy.

The difference is what happens at the moment of loss. The company's affiliated Rapid Response Team is described as the largest insurance-restoration general contractor in Florida - 11 response centers across the state, more than 325 full-time construction technicians and roofers, 150 service trucks, and warehouses of recovery supplies and generators. Repairs the team performs carry a three-year warranty. The homeowner is spared the part everyone dreads: finding a contractor, chasing quotes, and refereeing the work.

How a covered claim moves
01 / LOSS

Roof, water, or storm damage. Policyholder calls the 24/7 line.

02 / DISPATCH

Rapid Response Team is deployed - not an outside contractor search.

03 / REPAIR

In-house crews mitigate and rebuild, backed by a 3-year warranty.

04 / DONE

Insurer controls cost and quality; homeowner skips the runaround.

02 — The foundersFrustration, then a second act

The origin is almost too on-the-nose. Co-founder Michael Gold started People's Trust because he was a Florida homeowner tired of overpaying for coverage and convinced there had to be a better way to run the whole thing. He built the company with George Schaeffer and ran it until his death in January 2014.

Schaeffer, who took over as president and CEO, arrived from an unlikely place. Before insurance, he founded OPI Products and turned it into a global name in nail and beauty care. The through-line between polish bottles and property claims is less strange than it sounds: both are businesses obsessed with the customer's experience at the counter. In 2024, Florida Atlantic University's College of Business named him its Business Leader of the Year.

POLICY REPAIR CLAIM WARRANTY
The loop few insurers close. Premium in, roofers out - People's Trust keeps the repair inside the house.

03 — The customersWho this is for

The customer is narrow and specific: a Florida homeowner. As of 2017 the company reported more than 110,000 policyholders and ranked around the eleventh-largest homeowners insurer in the state. Between 2012 and 2014 the South Florida Business Journal called it the region's second-fastest-growing company. This is not a national brand chasing scale in 50 states; it is a regional operator going deep in the one market it knows.

That focus is the product. A homeowner in Miami-Dade or Broward is buying more than a policy number - they are buying the promise that when the wind stops, someone with a truck and a warranty is on the way.

04 — The differenceWhy vertical integration matters here

Insurtech usually means a slick app and a faster quote. People's Trust is the analog version of the same instinct: vertical integration you can touch. By owning the repair, the insurer controls the single largest and most contested variable in home insurance - the cost and quality of the fix. That control can lower repair spend, cut the fraud and litigation that plague cash settlements, and turn the claim from a negotiation into a work order.

05 — The marketStanding where others fell

Florida's home-insurance market has been a graveyard for carriers, and survival there is its own kind of achievement. People's Trust holds a Demotech "A, Exceptional" Financial Stability Rating - a mark meant to signal a strong expected survival rate through the ugliest parts of the insurance cycle. Backed by reinsurance and, as of April 2026, a reported $100 million in debt financing, the company has kept writing policies while peers retreated.

Its competitors are the familiar Florida field: the state-run Citizens Property Insurance, plus private carriers like Universal, Florida Peninsula, Tower Hill, Slide, and American Integrity. What sets People's Trust apart in that lineup is not price alone - it is the repair crew parked behind the policy.

06 — The businessHow it makes money, and holds up

Revenue comes from premiums, estimated in the neighborhood of $250 million a year, with a workforce of roughly 220 to 350 people - most in Deerfield Beach - alongside the hundreds of technicians in the field. Distribution runs two ways: direct-to-consumer online and through appointed independent agents. The company also leans into community: an annual employee scholarship and laptop giveaway, and local charitable giving led by its CEO.

The bet underneath all of it is that controlling the repair chain is what makes Florida homeowners insurance sustainable at all - that the cheapest claim, and the happiest customer, is the one your own crew fixes.
