HealthPlan Services makes the paperwork count

Behind a health insurance policy sits a second system: enrollment files, premium payments and records that have to agree. HealthPlan Services built a business running that system - and learned how quickly its market could change.

A health insurance policy has an oddly demanding afterlife. Someone chooses coverage. Then records must travel, payments must arrive, and different organizations must agree about what happened. The interesting question is who takes responsibility for the space between those events. HealthPlan Services, the Tampa company now owned by Wipro, has spent decades making that space its business.

The useful version
  • The buyer: insurers and agents who need help running enrollment and administration.
  • The offer: software, exchange connections and the people who operate the processes.
  • The lesson: a growing insurance market does not guarantee growth for every supplier.

Consider reconciliation. It sounds like a task best postponed until Friday. In health insurance, it means checking whether enrollment and financial records agree, then resolving discrepancies. HPS gives this work a product name, ReconLink. Its advertised capabilities include discrepancy detection, dispute management and handling coverage overlaps. Here, the exception is substantial enough to deserve its own machinery.

01 / The business between the records

HealthPlan Services serves insurance carriers rather than operating as a consumer health insurance brand. Its market includes individual, small-group, voluntary and ancillary coverage. Agents also use its distribution services. For a carrier, the proposition is practical: obtain the systems and operating support needed to acquire members, administer their policies and keep serving them after enrollment.

The company’s product names make a useful map. ExchangeLink connects an insurer to public and private exchanges through a central integration hub, processing incoming and outgoing files. That means the connection itself becomes a managed function. A carrier buying this service is addressing the movement of insurance information across organizational boundaries, with visibility into the transactions passing through.

ServiceLink covers the continuing work: premium billing, administration of existing policies, reconciliation and customer service. Its portal brings customer interactions, transactions and correspondence into a browser interface. The listed services extend to fulfillment, premium accounting and claims processing. ReconLink concentrates on the records that disagree. Together, the products describe an operating sequence rather than three isolated software purchases.

Three jobs. Plenty of handoffs. Simplified illustration of the products’ roles; reconciliation also occurs throughout administration.

There is a procurement distinction here. Buying a platform still leaves an insurer with work to perform. HPS offers technology alongside outsourced operations, a model described as Business Process as a Service. The sensible comparison includes an insurer doing the work internally or assembling software and service vendors separately. The purchasing decision turns on who will own each handoff.

02 / A very old company finds a new opening

HPS dates its beginnings to 1970. The consequential expansion came much later. Water Street Healthcare Partners invested in 2008 and worked with management on a growth plan that enlarged the outsourcing platform. The Affordable Care Act then created an exchange market that needed the kind of connections, administration and consumer support HPS could provide.

By the time Water Street announced the sale in March 2016, it said revenue had nearly quadrupled during the partnership, reaching $223 million. Employment had more than doubled. Those figures describe a historical expansion, and the strategy behind it matters: invest in an operating platform that multiple insurance companies can use when a new market opens.

Wipro announced its agreement to buy HPS for $460 million in February 2016. Its financial disclosures put consummated consideration at $454.1 million and date control to February 29. The announced price was the price of acquiring the business. For Wipro, the attraction was an established route into exchange administration that complemented its broader healthcare services.

For an insurer considering HPS today, the expense is a different calculation: implementation, operating responsibilities and a negotiated service contract. The product pages invite demonstrations and sales discussions rather than displaying a subscription tariff. A buyer should therefore compare the proposed scope with its own staffing, integration and ongoing administration costs. The acquisition price says little about that buyer’s bill.

03 / The customer leaves before the need does

The optimistic acquisition story encountered a problem outside the enrollment file. On Wipro’s April 2018 earnings call, management described further HPS revenue declines as insurers exited exchange markets. Chief executive Abidali Neemuchwala said quarterly revenue had fallen from above $70 million roughly five quarters earlier to the low $30 millions. Carrier participation had become an operating risk.

The need for administration can persist while the administrator’s customers disappear. What the exchange exits illustrate

Management had previously heard that customers intended to stay through open enrollment. On that call, Neemuchwala explained that subsequent decisions to exit, amid legislative uncertainty, had changed the outlook. This was the broken assumption: a carrier’s presence in the market could not be taken for granted. It was not presented as a failure of the software to process records.

By November 2018, Wipro was describing a pivot toward adjacent businesses. The broader lesson is about dependence. A supplier benefits from a market through particular customers, contracts and transactions. If members move to insurers outside its client base, their continued need for coverage does not automatically replace lost business. Shared infrastructure still carries concentrated commercial exposure.

04 / Follow the handoffs

The present website gives a sense of operating scale: HPS reports 4.1 million members under administration, approximately 3.9 million ACA members, and $19 billion in annual premiums. It also lists more than 22 carrier partners. These are company-reported figures without a specified reporting period. Premium volume measures the insurance money being administered; it should never be read as HPS revenue.

The idea another business can copy is to examine the handoffs around a purchase. Who transfers the record? Who checks the payment? Who handles an exception? HPS packages those responsibilities into services. That approach fits buyers willing to share operational responsibility with an outside provider. It becomes less attractive when an insurer’s internal processes already work economically or its integration requirements outweigh the expected benefit.

The detail worth remembering is ReconLink’s plain opening promise: “Reconciliation should be simple.” A policyholder may never encounter that name. An insurance operator will recognize the ambition immediately. Getting records to agree is repetitive, specialized work. HPS has made that work purchasable - and its history shows that running the process and understanding the market require equal attention.
