Geographic Solutions makes the unemployment office a place to find work

The Florida software company connects benefit claims, job searches, and career services. Its story reveals both the promise and the price of putting public employment systems under one digital roof.

An unemployment claim begins with a question about yesterday: where did you work, what did you earn, why did the job end? A career counselor asks about tomorrow. What can you do? Who needs it? What might you learn? Geographic Solutions has spent decades trying to place those conversations closer together. The distance between them is where a person can get lost.

Two offices, one person

Consider the difference between a vacancy and a route to that vacancy. A job board supplies the first. Someone may still need a résumé, a qualification, a referral, or an explanation of what a new occupation pays. Meanwhile, a caseworker must record services and account for program funds. Geographic Solutions sells the machinery that connects those activities. The public-facing portal is the shop window; behind it sit the ledgers and workflows.

Its flagship Virtual OneStop family, now marketed as VOS Sapphire, combines labor exchange, case management, labor market information, financial tracking, and federal reporting. The company reports supporting SaaS deployments in more than 30 state workforce systems. Agencies can use its private cloud or public-cloud implementations. That gives the business a particular character: a repeatable software base, configured for customers whose rules and operating habits vary.

The Geographic Solutions Unemployment System, mercifully shortened to GUS, covers benefits, employer tax, and appeals. Reemployment Exchange, or REX, connects unemployment and workforce systems, monitors work-search requirements, and offers job-search resources to claimants. The acronyms sound like two dependable colleagues. Their purpose is less charming and more useful: make a benefits process and an employment process talk to one another.

A mapmaker finds a different territory

Founder Paul Toomey came from geographic information systems. In 1992, he started the business in a two-bedroom apartment. The early work concerned labor market information: a North Carolina system in 1994, followed by other state projects. Virtual OneStop arrived in 1998. The progression makes sense. Before you can guide someone toward a job, it helps to know what work exists and where.

Over time, the company added the administrative layers surrounding employment. Its history describes an expansion into unemployment benefits, tax, and appeals in 2013; Louisiana launched an integrated unemployment and labor exchange system in 2015. These additions moved Geographic Solutions deeper into an agency’s daily operations. Each new function made the software more useful, and each brought another responsibility that could not be waved away with a handsome search box.

Iowa moves the conversation forward

Iowa offers a concrete example of the idea in practice. Its Reemployment Case Management program launched in January 2022. The state hired 18 career planners to work with unemployed Iowans from the first week of their claims. They helped with job searches, discussed interviews, reviewed eligibility, and referred people to training. Software supplied part of the operating framework; people supplied attention.

In June 2024, Iowa Workforce Development reported that average unemployment claim duration had fallen from 13 weeks at the program’s start to nine weeks in April 2024. That is a substantial change. It is also a program result, involving staffing and policy alongside technology, rather than a controlled demonstration of a vendor’s effect. A procurement brochure might prefer the simpler story. A reader should prefer the useful one.

Why did Iowa change its approach? The agency describes a severe worker shortage intensified by the pandemic. It brought one-on-one assistance earlier in the claim process. The lesson is available to any service organization: examine when help arrives, as well as whether it exists. A referral offered after weeks of drifting has a different value from a conversation during the first week.

The buyer signs. Someone else clicks.

Geographic Solutions works in the market for government and institutional software. State and local workforce agencies buy systems that job seekers and employers encounter under local names. The company’s client directory includes AlabamaWorks and AlaskaJobs; its history records the WorkInTexas launch. It reports systems across more than 40 U.S. states and territories, while its international business describes a presence in Britain, Spain, and Australia.

That split between buyer and user matters. A purchasing agency needs reporting, controls, and compatibility with programs. A job seeker wants to finish a task without a second cup of coffee going cold. Geographic Solutions’ value proposition is the breadth of the connection between those needs. Competing suppliers include Sagitec, with Neosurance and WorkforceNXT, and FAST Enterprises, with FastUI-PL. Those products have their own scope; integration alone is no exclusive claim to the market.

There is also a real bill. WTAE reported that Pennsylvania agreed to pay Geographic Solutions $35 million in 2017 for a new unemployment system. Its investigation found an April 2018 go-live date in the contract, with the old system still operating in 2020. A later state report records the GUS launch on June 8, 2021, following conversion of approximately one billion records. The figure illustrates a particular modernization project, not a universal price list. It also shows how much work hides behind “replace the portal.”

The week the doors stopped opening

In June 2022, a cyberattack interrupted Geographic Solutions services used by multiple states. Alabama’s official notice said its jobs database had been taken down after an attack on the vendor’s servers. South Carolina reported a nationwide outage affecting its SC Works portal and waived online work-search requirements for two claim weeks so otherwise eligible claimants could be paid. Access to an essential service had become the immediate problem.

The episode exposes the operational price of shared dependence. Bringing functions together can reduce duplication, while an interruption can affect several functions and customers at once. An agency considering this model needs workable alternate channels, clear rules for interrupted deadlines, and a tested restoration process. South Carolina’s waiver shows why the policy response belongs beside the technical response.

The company now lists GovRAMP authorization for the VOS Sapphire suite, HITRUST e1 certification, ISO/IEC 27001:2022 certification, and annual SOC examinations. These are relevant procurement assurances. They should be read alongside service-continuity arrangements. The public record does not establish that the 2022 attack caused any particular later certification, and an assessment does not promise an uninterrupted future.

More than a vacancy, less than a magic wand

The product family extends beyond a standard workforce office. Virtual Labor Market Information and America’s Labor Market Analyzer support research into jobs, wages, occupations, and regional conditions. Virtual Career Center gives education institutions career-exploration and employment tools. VOS Reentry Employment Opportunities adapts services for justice-involved people. These are different circumstances, connected by the same practical question: what would make the next employment step possible?

The tools can help a counselor compare career options, an employer find candidates, or an analyst examine demand. They cannot manufacture vacancies or remove every barrier to work. A person facing a transport problem or an unavailable qualification needs something more than a better match score. Integrated records help when agencies can act on them, staff can use them, and participants can reach the service.

Its culture page describes nearly 500 professionals and a commitment to keeping core development and support in-house. It also lists apprenticeships, professional education, and a welcome for returning employees. That is the company’s account of its workplace, but it fits the practical demands of the business: this software requires knowledge of agency programs as well as code.

AI enters through the paperwork

Geographic Solutions introduced VOS Sapphire AI in 2024 and launched AI+ in October 2025. The newer version adds a redesigned interface and assistance with résumés, cover letters, interview preparation, correspondence, and case notes. The interesting question is what a user can finish more easily. A draft still needs review; a suggestion still needs judgment. Faster paperwork matters when it returns time to someone who can help.

The platform received a Tech Ascension AI/ML award in July 2026. Recognition supplies a headline; the daily test remains humbler. Can the claimant complete the search? Can the career planner see the next useful action? Can the agency account for what happened? Geographic Solutions has built its business around those connections. The measure worth copying is the distance between asking for help and receiving help that changes the next step.
