At Scale and the Seventy Percent Nobody Sees

A campaign may be remembered for its message. At Scale built a business around the less photogenic truth: the doors only get knocked when payroll, turf, training and data work first.

The most revealing number on At Scale's website is not a vote margin. It is 70 percent. That, the Washington political-operations firm says, is the conservative share of a canvassing program consumed by logistics: recruiting, supplies, training, turf cutting, shift preparation, supervision and data management. The conversation at the door is the visible event. The company is built around everything required to make that event happen on purpose, thousands of times, without the machinery coughing itself apart.

This is an appealingly unfashionable theory of politics. Television likes the candidate. Social media likes the clip. Consultants like the message. But somebody still has to find the canvasser, verify that the canvasser arrived, put a useful list of doors in their hand, teach them what to say, collect what happened and get the paycheck right. A movement, seen from the back office, is a temporary company with unusually emotional customers and a deadline that cannot be moved.

The product is a campaign that functions

Max Cummings founded At Scale in 2018 after fourteen years in national politics. His biography reads less like a collection of ideological salons than a long apprenticeship in making organizations work. He managed his first paid canvass in New Jersey in 2005, ran a congressional campaign in 2010 and managed John Delaney's five-way primary victory in 2012. As Iowa operations director for NextGen Climate Action Committee in 2014, he oversaw the budget, spending and logistics of an $11 million program. Later, at For Our Future PAC and Action Fund, he supervised human resources, legal, operations, accounting and compliance while managing a $55 million budget.

Those jobs explain At Scale's shape. It is not simply a canvassing vendor and not quite a general consultancy. It offers field programs, petition and signature collection, campaign strategy, audience segmentation, message development, media relations and crisis response. Then it keeps walking backward through the dependencies: recruiting, onboarding, payroll, benefits, accounting, compliance, forecasting and reporting. The company sells the door knock, but also the payroll department that allows the person knocking to keep showing up.

A signature is not yet a result

The petition service shows the method in miniature. At Scale says it recruits locally, reaches beyond people actively seeking jobs and keeps recruiting even when the program is full. Circulators receive in-person training and continuing development. In the field, they can use SmartVAN to check registration information. Back in the office, staff review each circulator's signatures and call a random sample to confirm them. A compliance manager conducts a final audit of the paper petitions before submission.

That sequence reveals what fails first. Usually it is not the big idea. It is a weak hire, a missing supply, sloppy turf, a signature from the wrong county, data entered too late or a message that sounded crisp in role-play and dissolved on a doorstep. At Scale's difference is procedural: it treats these ordinary failures as the substance of campaign work, not as annoyances around it. The copyable lesson is simple. Work backward from the final human action and own every dependency that can prevent it.

Who buys the invisible machinery?

At Scale names campaigns, organizations and civic-minded corporations as customers. Its site displays a long carousel of political logos, including Biden-Harris, Beto O'Rourke, John Fetterman, Josh Shapiro, Jon Tester, the Democratic Senatorial Campaign Committee and state Democratic organizations. Cummings also served as chief administrative officer for Beto O'Rourke's presidential campaign and for Organizing Together 2020 after starting the firm.

The buyers share a structural problem. They must grow quickly, operate across jurisdictions, absorb short-term staff and prove what happened, often while public attention is focused somewhere else. Building every capability in-house can be slow; hiring a different specialist for every function creates handoffs. At Scale's answer is to bundle the work. Its nearest alternatives are field vendors, petition firms, general political consultancies and a campaign's own operations team. The distinction is breadth: the company can put recruiting, payroll, finance, compliance and field execution inside the same operating plan.

What does the machine cost?

There is no menu board for a field program whose headcount, geography and deadline change with every race. The business appears to be custom, project-based professional services. One useful public signal comes from Beto for Texas expenditure records for the 2022 cycle, which list At Scale as an $84,000 payee. That is an engagement figure, not a standard price, but it puts a real number beside a category that is usually described only with adjectives.

There is also evidence that the operating approach has earned industry notice. At Scale won a bronze Pollie Award in 2023 for the Pennsylvania Coordinated Campaign's 2022 paid-canvass program in Allegheny and Philadelphia counties. Awards do not tell us the cost per conversation or the votes moved. They do indicate that peers recognized the execution of the field program itself, which is precisely the part of politics At Scale has chosen to make visible.

The lesson hiding under the clipboard

A reader outside politics can steal the model. If the customer remembers one dramatic moment, map the dull sequence that makes it repeatable. Sell the sequence. Keep recruiting after the seats are filled if quality matters more than nominal capacity. Train against real conditions. Put a verification step between activity and success. Combine the functions that share a deadline and a failure surface.

The approach fits urgent, labor-heavy work with many moving pieces: campaigns, advocacy drives, ballot access and other temporary organizations that need mature operations immediately. It fits less neatly when the customer wants only software, when local knowledge cannot be built quickly, or when a campaign already has a strong permanent back office. Bundling also makes the operator responsible for more of the outcome. That is the bargain. At Scale is useful because it volunteers to own the things everyone else would prefer to call details.

The company describes its process with four verbs: listen, collaborate, deliver, perfect. The last one is slightly revealing. Field work is not perfected in a conference room. It is corrected on the move, when a turf changes, a timeline compresses or a new recruit discovers that a sentence comfortable in training feels wooden at an actual door. The message matters. At Scale's bet is that the message matters only after the machinery agrees to carry it.
